Methods Used in creation of Data Layer:
The purpose of “sites.shp” is to provide structure specific identification of historic sites. When this file went live in June 2002, each of the 2,700 structures had a unique Florida Master Site File (FMSF) numbers as an attribute. This was done by intersecting parcels (F0119/parcels.shp) with 1996 Buildings and Structures (base96/bldgs) and attaching a FMSF number to all structures on a given parcel. Manually, un-surveyed structures were deleted and structures hidden by ground cover were drawn and assigned attributes. Multiple structures on a single property were uniquely identified.
Data Limitations:
1.
Some of the original structures have
been replaced by new construction and so the FMSF does not really apply to that
structure.
2.
The manually drawn structures may
not accurately reflect the footprint of the structure.
3.
The structure may have been
demolished since the aerial was flown.
4.
Because of address changes since the
structure was originally recorded, the structure may be inaccurately identified.

Methods Used in creation of Data Layer:
The purpose of “parcels.shp” is to identify property with historic and other surveyed sites. The addresses on the sites listed in the FMSF were matched to addresses on the Leon County Property Appraiser’s property file (NALUD). This process enabled the system to assign property numbers that could be mapped in GIS/ARCVIEW. Of the approximately 2,700 FMSF records, about 700 could not be matched with geocoding. These unmatched records were researched and manually assigned property numbers.

Methods
Used in Creation of Data Layer:
The
buildings were compiled using Photogrammetric stereo-compilation techniques
and Aerial Photography acquired in January 1996. This coverage is one of
the planimetric data sets compiled as part of the Tallahassee-Leon County
GIS Inter-Local 1996 Landbase Update Project. The base of all buildings
or structures visible to the stereo-compiler were digitized. The primary
contractor for this project was ADR Associates of Pittsburgh, Pennsylvania.
The
project was conducted in two phases. The phase 1 area is an irregular shaped
area which includes the Tallahassee City Limits south to Woodville and
the southern boundary of Leon County. The Phase 2 area includes the remaining
portion of Leon County. The limits of the Phase 1 area are shown in the
Arc/Info Coverage "Adrproject" under the system directory /edb/adrproject.
The Phase 1 area was flown at an altitude of 4200 feet producing a nominal
photo scale of 1:8400 (1" = 700 feet). The Phase 2 area was flown at a
higher altitude of 8400 feet producing a nominal photo scale of 1:16,800
(1" = 1400 feet).
Modifications to Data Layer: None
Limitations
and Warnings on Use of Data:
1.
The base96 planimetric data sets should be used for applications compatible
with 1:1,200 (1" = 100 ft) and 1:2,400 (1" = 200 ft) map scales.
2.
In areas of dense tree cover, roads, buildings and other features will
not be visible to the stereo compilers. Only those features visible in
the aerial photography were mapped. Features obscured by tree cover or
in heavy shadows may have not been mapped.
3.
Temporary structures such as tool sheds or permanent structures less than
100 sq ft were not captured.

Methods
Used in Creation of Data Layer:
The
purpose of parcelad.shp is to provide Parcel specific address matching/geocoding
capabilities using the Tallahassee-Leon County GIS Parcel file parcel.shp
and Addressing Database ADDUD. This file provides batch geo-coding capabilities
for users of ArcView software.
There are situations in Leon County where parcels can have 2 or more addresses per parcel. As of May 16, 2000, there were 1298 parcels in ADDUD that have 2 or more addresses per parcel. Prior to May 2000, parcelad.shp was created using a one-to-one Join between Parcel.shp and ADDUD. For a parcel with multiple addresses, the one-to-one join process would select the first record encountered. The records representing the additional address information would be skipped and thus represented in the parcel-address shape file. The maximum number of addresses are parcels are Parcels 41-02-20-902-0000 and 21-20-51-009-0000 with 98 and 264 addresses per parcels.
Parcelad.shp is created by first identifying all the non-apartment parcels in ADDUD with 2 or more addresses per parcel. A list of these parcels are created weekly and exported to the file /edb/address/multiadd.dbf. Multiadd.dbf contains two fields, TaxID and Count. Count is the number of records found in ADDUD for a particular TaxID. For every parcel listed in multiadd.dbf, parcelad.shp is created by duplicating the Shape object for the parcel Count minus 1 times. Unique ID fields ADD-ID are created for both Parcel.shp and ADDUD. The two data sources are then Joined using the ADD-ID fields. After the Join, the shape file parcelad.shp was created using the ArcView "Convert to Shapefile" command. Geocoding indexes (.ixs, .mxs) were then built for the shape file using the "US Single House" Address Style. The above process is implemented using Avenue scripts found in the ArcView project file "parcel-ad.apr" found under /udata/gisadmin/avproj.
Limitations
and Warnings on Use of Data:
1.
ParcelAD was designed to provide parcel specific addresses. It does not
provide building specific locations for apartment complexes or shopping
areas.
2.
The Addressing Database is under development. Street names and / or addresses
are known to be incomplete or incorrect for some parcels.
3.
The ArcView Geocoding indexes (.ixs,.mxs) have internal time stamps that
are often not preserved when parcelad.shp and associated files are copied
or moved from the UNIX server EDB to NFS drives or local machines. These
internal date stamps can be preserved using the AIX copy command with the
"-p" option. Geocoding indexes should be rebuilt using the US Single House
Address Style.
4.
The Shapes for the parcels listed in /edb/address/multiadd.dbf are duplicated
Count minus 1 times. Users should thus not use parcelad.shp for comparisons
of area (eg. Acres) between areas and should use parcel.shp instead.

Source
for Major Streets is the TLCGIS Street Centerline Coverage LCSTSEG. Arcs
in LCSTSEG with values of 30, 31, 40, 50, and 60 in the CLASS field (See
INFO table lcstseg.lut under /edb/roads) were selected and then output
to create the coverage MAJORST.
Modifications
to Data Layer:
Four
address items (R_F_ADD, R_T_ADD, L_F_ADD, and L_T_ADD) were removed from
majorst to simplify the item list.
Limitations
and Warnings on Use of Data:
The
CLASS item in LCSTSEG was created by TLCGIS staff for Cartographic Symbolization
purposes only and should not be confused with Florida Department of Transportation
Functional Classification or Level of Service.

Used in Creation of Data Layer:
The
street centerlines were compiled using Photogrammetric stereo-compilation
techniques and Aerial Photography acquired in January 1996. This coverage
is one of the planimetric data sets compiled as part of the Tallahassee-Leon
County GIS Interlocal 1996 Landbase Update Project. The centerline of the
roadway of all paved roads visible to the stereo-compiler were digitized.
The primary contractor for this project was ADR Associates of Pittsburgh,
Pennsylvania.
The project was conducted in two phases. The phase 1 area is an irregular shaped area which includes the Tallahassee City Limits south to Woodville and the southern boundary of Leon County. The Phase 2 area includes the remaining portion of Leon County. The limits of the Phase 1 area are shown in the Arc/Info Coverage "Adrproject" under the system directory /edb/adrproject.
The Phase 1 area was flown at an altitude of 4200 feet producing a nominal photo scale of 1:8400 (1" = 700 feet). The Phase 2 area was flown at a higher altitude of 8400 feet producing a nominal photo scale of 1:16,800 (1" = 1400 feet).

of segments added for Geo-coding applications.

W. Rice, Fall 1997, Added field FULLNAME and concatenated street name elements
to contain full street name in a single field. For annotation and ArcView
text label applications.

W. Rice, Fall 1997. Added field CLASS and grouped streets into Interstate,
Federal, Major, and other groups for cartographic applications. See attribute
item information for full listing of categories.
4.
W. Rice, November 1998. Added field SOURCE for tracking source of segments
in coverage. For all streets originally mapped by ADR assigned value of
"ADR-1996" to SOURCE attribute.

W. Rice, November 1998. Added several streets mapped by G. Mauldin in August
1998 using GPS techniques. Assigned the value "GREGM-GPS-0898" to the SOURCE
field for these streets.
6.
Leon County Growth Management Addressing Unit, December 1998 to June 1999.
Additional streets added using Parcel Coverage, Road-Edge-of-Pavement,
or data as sources for placement of new streets. Users must refer to SOURCE
field to determine if a street was added using these methods.
7.
B. Parmalee, July 1999. Added field LOS (Level of Service) and grouped
streets according to their functional classification. See attribute item
information for listing of categories.
8.
S. Weisman and staff, July 1999. Qc'd and "flipped" arcs as necessary to
maintain proper topology. Added approximately 19 roads that were collected
via G.P.S. Added arc segments for on-off ramps on the I-10 corridor.
9. Greg Mauldin and staff added OWNER field to
track the entity responsible for maintaining the road surface and associated
infrastructure for a given street segment.
10. S. Weisman changed LOS field to FUNC_CLASS to better represent the
information in that field (by request of TLCPD).
Limitations
and Warnings on Use of Data
1.
Missing Streets: Streets may be missing because: 1) the streets were obscured
by heavy tree cover and were not visible to the stereo-compilers during
the original mapping by ADR; or 2) streets and subdivisions were built
after January 1996.
2. Mis-Named Streets: Some street segments may be assigned an incorrect or
invalid street name.
3.
Address Ranges: Address ranges assigned to segments in Spring 1997 are
known to be on the wrong side of the street or incorrect for some areas.
4.
Topology Correctness for Network applications: Line intersections may not
correctly represent turn lane access, interchanges, or overpasses in some
areas.

Methods Used in Creation of Data Layer: Rail lines and sidings originally mapped as part of the ADR 1996 Landbase Update Project and included in the Road-edge-of-Pavement "rdedge" Coverage. To create the, rail coverage, all arcs in "rdedge" attributed with Type 81 were selected and output to the rail coverage. Type 81 arcs included both the main rails and rail sidings. To differentiate these two features, the Field "SIDING" was added to railroad line coverage and main rails and sidings attributed.
Modifications to Data Layer: W. Rice, 09/28/98, Routes "ALL" and "MAINRAIL" created and added to the Railroad coverage.

have been added or deactivated since the creation date of this coverage.

County
Boundary was compiled by assembling exterior arcs from the parcel coverage.
The county boundary follows the west bank of the Ochlocknee River. This
boundary was originally obtained from /edb/base96/hydro. The remainder
of the boundary comes from /edb/property/parcel. The subset of arcs used
for the county boundary are those arcs bounding the parcel region subclass.
The Property Appraiser's Office may perform additional positional refinement
of those arcs.
